Obviously. Most games from most publishers are made by third-party developers.

The way I see it is as follows: take for example Ratchet and Clank and Gears of War. Sure Sony and MS own them, but Insomniac and Epic came up with them, so I don't credit their creation to the publisher. Maybe I'm just being anal.
