From my understanding you don't need PS+.
Eventually you also won't need a console. PSNow is a streaming service so there is no need for native hardware. Sony currently have plans to make it available on all PS consoles, TVs, tablets and smartphones. I wouldn't be surprised if we one day see it come to PC some form.
