It sort of is the same game.  Only difference is that it will not have Weather or Drivatars, and runs on an X360 engine. 

But all of the content such as the map, cars, activities, open world, and ability to play with friends online will be the same between the two versions.

Ralph Fulton said of the Xbox 360 version. "Rather than thinking of them as the same game on different platforms, they are different games inspired by the same ideas."    Also said the game will be "inspired" by the same idea..  and not a port of any kind..

It's not just weather and or drivatar..
