As the above benchmarks shows it takes a GTX Titan or GTX 780 ti to do (slightly higher then) Full HD at 60 fps with full detail. A GTX 780 ti costs about $700 alone so pretty clear why PS4 isn't doing 60 fps. You can definitely gain with optimisation but not that much.

A PS4 isn't doing anywhere near the highest settings though. So it shouldn't have a problem right?
