But they aren't associated with them openly. Nobody knows who's funding them and they can easily deny the allegations. Its similar to how the Pakistan intelligence funds terrorists as part of its foreign policy. They use them to fight a proxy war against India and Afghanistan, and they've even admitted to doing it as well. Now the Americans, Arabs and Turkish use them to fight a war in Syria. Its quite a common thing.
