The first part of what your saying makes some sense. The second doesn't. The game was originally going to release 900p, some resources were freed up and now its 1080p. Bungie was ready and willing to release an inferior version. Plus a couple pixels is nothing compared to how hard bungie is screwing over xbox owners with their destiny exclusivity deals so they seem perfectly fine with burning down bridges from what I can tell. 

Fact is bungie is working on 4 different consoles. It is ridiculous to expect them to be able to max out any of these consoles the same way a first party would. It doesn't mean they are deliberately downgrading any version, it just means they have to deal with the reality of limited time and resources.
