Yes.

In the 2006 elections for the Palestinian parliament Hamas won a significant majority over Fatah (much to the despair of Israel and the US).  After the elections the sides were unable to reach a power sharing agreement.  In 2007 violence broke out with Hamas taking control of Gaza and Fatah taking control of the West Bank.

Prior to the current conflict in April this year Hamas and Fatah agreed to further democratic elections later in 2014.

Will be interesting to see the results of that election. Although Hamas has too much influence over the Palestinians, so unfortunately I don't see the situation changing much.

If the Palestinian people choose to elect Hamas in a democratic election then the rest of the world needs to respect that.  One of the problems in the current situation is that the West pushed for democratic elections in Palestine, then when they happened they complained that the wrong party won.  While viewed almost exclusively as a terrorist organisation by the West, Hamas won the respect of the Palestinians through their charitable and social work.
