PS now works just fine and unless he plans on renting jrpgs that last over 100 hours for 90 days then he doesn't need to worry about pricing, sure as hell would be cheaper than buying PS3 + the games

I sure wouldn't trust isps to make sure the games run well, look what they did to netflix
