Which is exatly what PSN does. The "indies" section on the 360 is actually for home brew software. The "indie" games on PSN are what would be published through Xbox Live Arcade on the 360. The closest you can get to the indie section on Xbox Live with PlayStation is PS Mobile which is for Vita and Smartphones. It is a completely separate storefront.

The reason there is no differentiation is because PSN also hosts full retail games as downloads and Sony saw no need to separate retail releases from Digital Only.

I think you'll find your entire arguments are based on assumptions you are making which are actually wrong. Getting a game released on PSN requires just as much as getting one released on XBLA and very similar checks and balances are in place.
