Has that actually been confirmed then, with hard evidence?, because last i checked the same author/site making that claim had previously claimed the game had framerate drops into single-figure territorys too.

So I had just chalked up the whole thing to clickbait.

Naughty Dog Programmer and Coder, Corrinne Yu has officially confirmed that The Last of Us: Remastered when locked at 30 FPS enables higher quality shadow. 


and to quote from what i just read

"More on shadows and GPU ms in general,not just TLOU.Extra shadow improvements arrive from fetching and blurring more samples which takes ms"

Seems more like a situation of 30fps allowing time for samples for the shadow rendering pipeline to pull more accurate results, not really "system doesnt have the power to do it at 60fps" and more "system doesnt have the time to do so many samples at 60fps but since we have 30fps option we may as well let it.
