Yes, it's really not for me. The XP bonus helps to get the 13 loadout points quicker, pretty much a 15 or 20 level would do it without the bonus so it will be quick. The no cross-play is the big issue since I have 30 or 40 people on my PSN that are playing it on PS3 and right now only one of them is on PS4 too. If a lot of them jump to next and I can get some to buy the game, than maybe I can recover my 350 level quicker than I tought.
I don't think tech and fps would give advantage. Gameplay is slow paced and tatical and even sniping is more about knowing how to use the camera to keep your aim well positioned and good knowledge of the map.
