because a rarer gun while being the same type aa less rare, lower spec guns, have higher damage.
A normal jigoku sr1 has about 22dmg, where an uncommon jigoku sr3 has 62dmg
level disadvantages bring disabled only effects defence, nullifying the equipment advantages, weapons on the other hand..
