Yes, this similar law is in effect in Croatia for 4-5 years already. They don't even send letters or e-mails.

Basically, you can download and upload whatever you want if no money is involved. The deal has been struck with the copyright holders in a way that every recordable media (CD, DVD, USB, HDD etc.) is taxed at the register an extra percent, which is then distributed to our version of RIAA/MPAA.
