This is not the same as Megaupload and such... It is to protect consumers, as EU copyright laws, which UK is conforming to here, say that you can share anything you want as much as you want, as long as you are not charging for it and profiting of it.
Megaupload paid money to uploaders depending on the traffic, they will still be illegal everywhere.
