Yeah I think this is the more interesting/revelant part of the discussion. 

If Nvidia can sell something like this today with an 8-inch high resolution screen for only $300 ... I think certainly it looks like the door would be opening to perhaps a 5-6 inch Nintendo portable in spring/summer 2016 for say $200-$230 that can approximate Wii U graphics and can be sold at a profit.

The main argument as I read it:

Less than two years after the release of Wii U you can get similar tech with smaller dimensions and less need of power.

This could mean Nintendo releases a cheap Wii U Light or uses tech like this in their next console.
