Retailers are underestimating demand. Demand has been slowly growing, but after demand being so low for so long, retailers are afraid to risk anything on it. As a result, while there is and has been demand for the system, and Nintendo has the ability and stock to supply that demand, retailers aren't ordering the systems to meet the demand, because they're underestimating said demand. As the demand slowly grows and retailers begin to feel the pressure, they'll slowly increase how well they stock the Wii U, but you can't blame retailers for being afraid to risk ordering more Wii U after being burned in the past. It'll take time for retailers to regain trust in the demand for Nintendo products. This is a big factor in what we call the "momentum" of a system. Even if there's demand for a system from the consumers and supply from the manufacturer, a system is still affected by how well it sold in the past, because it is limited by how much retailers are willing to order from the manufacturer.
