The easy answer is... it depends.

A game that maintains a solid 30 fps with no dips at 1080p could potentially achieve 60 fps at 720p. In some cases it might be between 50-60 which is still better than 30 fps. There are also games that could do a better job at maintaining 60 fps at a lower resolution.

Wolfenstein: New Order is an example of how resolution impacts frame rate. That game apparently adjusts the horizontal resolution to maintain 60 fps.

No, a game running at 30fps because it has a 30fps lock but would run at 45-50fps average without that same lock could achieve 60fps at 720p. A game running at solid 30fps because that's all that it's capable of running at on the hardware, wouldn't climb to 60fps by lowering res to 720p. That's what i've been saying all along.

Let's take Destiny as an example. It's locked at 30fps. If we were to remove the lock and it didn't run any higher than 33-35fps average, then 720p would not make it 60fps. If we removed the lock and the average fps was actually (still in 1080p) ~45, then 720p would help it reach 60fps most of the time (though it'd probably still drop to 50 at times).
