So after all not "not allowed", but has been provided "limited access"? And not "ICAO experts", but "OSCE Special Monitoring Mission". As report by the news:

OSCE investigators were given limited access to the crash site overnight but were blocked from going further by armed pro-Russian separatists “for their own” safety.

Instead of being so one-sided and not specific on details, why not hear out the other side?

"International group of experts is on its way to the crash site, they are in Kiev right now... consulting. We expect them tomorrow evening" -- in other words they should arrive on 20.07.

1. Where is the contradiction ? The SMM spokesperson is stating that on the 17th there was no access, that on the 18th it was very limited.

The journalist whose info I provided confirms how limited the access is 

"Basically, the OSCE are only allowed 30m further than they were yesterday. Grumpy won't let them onto the field where debris and bodies are."
