What weeks will XBO outsell PS4 Globally? Halo releases? Price drops?

Maybe if they drop the price to $350 and bundle in Halo.   Honestly anything but a price drop won't do much.

They need to drop the price so low that sony cant mach itl like $300.

Amen.  Since the X1's launch, I have said that until the X1 is $300 it will continue to get curb-stomped by the PS4 (Assuming PS4 stays at $400).  Why would anyone pay the same price for an inferior product?  The answer is most wouldn't!
