Too much trouble, it costs them less and easier to manage just having PS3/PS2/PS1 games on PSnow as game rentals.
I am certain that when the service comes into its own they will have free rentals there too for PS+ members and the pricing will be a lot better for non free stuff. At the end of the day, that $100 you are willing to spend for a BC add on, which excludes what you will also be spending for the games, you could just spend it renting the games from PSnow if BC means that much to you.
