Agree, MS did anounce that 84 million 360's had been shipped at the last financial report, if 360  is 2million overtracked on the US leading to current sales being 80.4 million, then I just can't see retailers holding onto ~3.6 million 360's. Based on a shipment of 84 million, it makes sense to have a min of 82 millíon sold to consumers, so if the US is overtracked by 2 million, then another region must be undertracked by a similar amount.

Definitely agree there is some undertracking in other regions.  However, I also think MS stuffed a bunch into the channel last holiday season, as much as stores would take, since they knew it would be the last holiday they could do so for the 360.  2014 Q1's low shipments point to this.  I still think the PS3 has had the sell-through lead for some time, now.  MS seems to be more about getting as much stock into stores as possible, so they can boast about how many they shipped.  They did it at the beginning of the gen ("first to 10M wins"), so it wouldn't surprised if they were doing it at the end, just to claim some sort of victory over the PS3.
