VGC are likely under tracked, but they don't count digital sales so they aren't 2.5m off :p
Without knowing UC3's digital sales (or if it's also under/over tracked) it's hard to say if TLOU has actually past it yet, but TLOU:R will certainly finish the job. It's pretty ridiculous how well it's done really, especially as a new IP. 100% deserved.
