SO, theoretically, yes, PC gamers get to play ANY game they desire, without ever needing a console. In fact, most of the actual emulated games are on torrents, so they are free too. So, it actually means the developer is losing money by NOT making a retail version of the game for PCs.

lol.. good luck with that.  as far as I know, ps2 and og xbox emulation is still unreliable and buggy.  ps3 and 360 emulation are still in infant stages and remains to be seen if they'll ever truly be emulatable..  and yes, though ps4 and x1 share similar architecture to PCs.. it's going to be a long time before they ever get any game ps4/x1 working on a PC, if ever.  so, theorectically, you can possibly enjoy these ps4/x1 games 20 years later.. i'm sure that's going to impact these devs and their pockets by NOT making a retail version of games for PCs.
