Looks better, especially for stuff in the distance. Problem is that when I look at the screenshots I don't find the PS4 version really good looking. I just find the PS3 version "ugly" now. If I would play it now on PS4 I would probably not really recognize a difference to what I saw last year on my PS3 since I simply remember the PS3 version much better and I only realize it when I see comparison shots.

But those who look at the comparison shot in the op and say that there is no difference have to lie or have to have huge problems with their eyes.

Same thing happened to me when I bought Tomb Raider for the PS4.  I expected to be blown away by the improved graphics and character models but instead, I just saw flaws that I didn't notice before.  A side by side comparison showed me the improvements but I really didn't see them playing the games.  I just had to take the devs word for it that they were there.

I don't know why but, in my head, I just assumed the leap for TLoU would be much more noticeable (*edit* I DO know why! Naughty Dog said so!).  I don't know what to say.  People are pointing out that "This looks better" but really, I need to see more.  In motion via a demo, if possible.  If someone had mixed that PS4 shot in with three or four PS3 shots, I honestly wouldn't have noticed it was two different versions.
