Because some people, including some within Naughty Dog, prefer the slower, more cinematic feel of 30. 


Cinema is 24fps, not 30. 30fps is TV.

You're right, but because of the fact that they're shot with a camera, there's motion blur.  So 30 FPS feels more like 60 when it's live-action, and 24 feels more like 30.  Games don't have motion blur, so 30 feels noticeably jerkier than 30 film does.
