PS4 emulators exist, for the low price of free. PC gamers can very well play PS4 games, and depending how good the emulator is, close toif not exactly the same quality as PS4. You may be right, a retail version of the game may never come out. But via emulators, EVERY game is playable without a console, from current systems all the way back to the Atari 2600 (and possibly prior to!)
SO, theoretically, yes, PC gamers get to play ANY game they desire, without ever needing a console. In fact, most of the actual emulated games are on torrents, so they are free too. So, it actually means the developer is losing money by NOT making a retail version of the game for PCs.
