For starters, it's probably being undertracked by quite alot, VGchartz tracking is way off, just look at Halo. Secondly, I suspect many people are waiting to see multiplayer before they preorder, hopefully Sledgehammer will show off the multiplayer soon. Thirdly, Ghosts likely shook people's confidence in the series at least somewhat, which will effect preorders, but not neccessarily sales. Fourthly, Activision is busy marketing Destiny right now, once Destiny releases in September, Activision will go full on Call of Duty marketing mode. Expect massive preorder numbers those last several weeks before Cod releases.

That means nothing, and you do not neccisarily know it is wrong, and if so by how much.

Call of Duty as a series has been on decline since Modern Warefare 2  and the series showed signs that it was close to peaking by Black Ops 2as the rate in which launch sales and preorders increasing year to year was already slowing down at that point. It is not surprising there would continue to be a decline in the series from its peak. Though personally I am surprised it is on the decline it appears to be.
