I would like that, to be honest. However, a big part of the game is that it captures the feel of the USA during the 1940s, especially including all the war-time propaganda. In order to capture that same atmosphere, the developers would need to be very familar with the country in question. If they aren't, it would only seem fake.
I think England would make for a nice setting. Canada ... maybe. A snowy wasteland could be good, too, though I have no idea how much urban development Canada had during that period.
China was the main enemy of the US during the war that kicked the world in the face. I really can't recall if the game talked about what happened in Europe.
