No one needs a $700 gtx 780 unless they're playing on multiple displays or a 4k display.

If one sticks to 1920x1080 resolution, a $300 VGA card is more than ample for any existing game for providing the graphical quality and frame rate/performance that people tend to choose PC as a gaming platform. 

Of course, the ability to scale resolution up for multiple displays or higher than 1920x1080 is one of the biggest merits of PC gaming.

On the other end of the argument, using low end or dated graphic cards as an exercise in building a cheap gaming PC (or "proving" how cheap PC gaming is/can be) doesn't provide the same experience with the types of games used to showcase top end visuals.
