There's an absurd amount of data suggesting/confirming that the One is available in any country to those who want it (whether MS has officially released in that country or not). A very simple way to know this is that you have XB1 exclusive games, ranking on charts in countries where the One hasn't even launched yet. South Africa, for example, had Titanfall (XB1), rank on their sales charts, when it launched. Mostly true...
BUT, M$ is spending its marketing $$$ there yet. They aren't coop advertising or creating special deals to advertise their yet. The system localization and content isn't supporting those areas either. They will probably have some regional indie focused games for those areas too. Many things that make owning a modern console really worth it. Also, they will push (whether shooters matter their) the Halo connection at or near launch too.
