Ignoring your blatant sarcasm, I agree. The first year for the 3DS was rocky due to very few original games being released. Of course, at least most of the remakes were over a decade old from the N64 era, meaning that the vast majority of adopters did not have access to those games.
In this case, around half, if not more, people already had access to TLOU. If they didn't play it then, there may be little reason for a lot of them to play it now.
