Yes and that's fine, but that's also rare. The report didn't make anything up. It was a MS guy saying something very cut and dry. It's not normal for a different set of people (who primarily work PR) to come say something completely different later. The first guy is no peon, and he also had no reason to lie about it. Even the denial sounded fairly generic and non specific at best. There is a great GAF thread on the subject and it was also something that was totally absent from e3. Which sort of leads one to assume after a year that it's either been bumped way off or has been shelved. The point was also made that it invites security/piracy risks to the console.

 

To be fair I think anyone bashing ms over it not existing is being silly, it's a terrible idea to begin with. It's not as if it's difficult to get a legit secure dev kit.
