Penalty shoot outs are best and fairest way to decide winner and loser from drawn match. Penalty shoot out should be used to decide drawn matches, shoot out adds to the drama and excitement of the match.

in a league/group set up it's unfair to the teams that actually manage to win within the 90 minutes to have a pen shoot out to decide drawn matches

Really?
Do you really think the other teams are jealous that they couldn't play 120 minutes and have an easy penalty shootout instead of ending a game on time without luck deciding over their fate?
Winners of a penalty shootout are as much deserved as any other victorious team.

penalty shootouts are not fair because it is basicly luck. because of the reaction time and the speed the ball travels the keeper has to decide in which corner he jumps before the player kicks the ball. that and the fact no one can run after 120 minutest is probably why penalty shootouts are the last choice to decide the outcome of a game

No one debates that a penalty itself is a lot of luck. It's not completely luck since there are shots that are unreacheable for any keeper even if he guesses the corner. Which means it's absolutely up to the skill if a player manages to perform such a shot. It's luck because most players lack the skill.
But that's not really the point. The players had a very fair chance for 90 minutes and then an even fairer chance of additional 30 minutes. Just because a penalty is a lot of luck doesn't make the process of deciding the winner unfair. There is no fairer way to decide the match without risking the health of the players.
