You usually can't do this on console games, but if they've added an option to do so like on Saints Row games then that's cool.

Well yeah I know that, thought I heard they added the option though, sorry if I was wong.

I didn't read it.  Just watched the video.  Says that there was a patch that added v-sync locked at 30fps and they'll add a video later.  The image they show has no torn frames at 30fps on the Xbox One though.
