I don't think so. It's not like the games on your phone have to be connected to the internet to play them. Ofcourse internet gives more functionality, but in the case of candy crush and some of gamelofts games, the core experience is fully playable offline.
As of right now, unless you want a DRM system and want to make your dedicated gaming fanbase angry, there is no practical reason why a company should want always online.
Since piracy is mad on PC, DRM/Always online for steam and many pc games is a necessity. Piracy isn't happening on current gen consoles so there's no reason why sony would opt for always online.
