All I am saying is that, if they were to make a game look that good, they can have options where it doesn't look near that good but it can still run on mid teir PCs. And I also think you vastly under-estimate how many gaming pcs there are in the market Also, if you look here: http://store.steampowered.com/hwsurvey/videocard/ Most of those GPUs are better than a 425M with the exception of some intel ones and 71% of those are direct x 11 gpus which are a minimum requirement for most games these days. Oh and the ps3 gpu is a highly custom GPU so while someparts, it may seem like its a 7800 GTX, if you look in the technical level, it capable of a lot more than just what a standard 7800 is capable of, specially thanks to its cell cpu. You still dont understand. You're still ignoring the fact that BF4 is not a next gen title even though it looks the best on PC with max settings. It is visually impressive on max settings, yes, but it isn't utilizing all next gen technology. Skyrim, with all the graphical mods and next gen technology utilized is not something that can run on the mass market GPUs. There's no getting around that, and it's the same reason why games like The Witcher 3, Batman: Arkham Knight, etc. will not be coming to last gen consoles. It simply isn't possible, even if they wanted to scale it down to run. If they could scale it down enough, they would because that would mean a wider audience to buy their product.
I've never underestimated how many gaming PCs there are in the market. You underestimate how many high end gaming PCs there are in the market. The survey you linked proves that. Bethesda and most other developers for the next coming years will focus on the AMD 270-280x (or their NVIDIA equivalent) range of graphics cards for high-max settings.
Lastly (and I do mean lastly because I'm done trying to explain this to you), Also, the only thing you've done is highlight the benefits of console architectures. You've done nothing to prove your point. Whether games can be optimized better on the PS3 (which they of course can) or not does nothing to disprove what I'm saying.
