I thought they said system-level commands, like xbox record that, xbox switch to etc. but not in-game commands if they decide too use the extra power

Everything I have read says that voice commands still work, just not motion.  All the compuational reserves were doing was skeleton tracking your body so that if you needed to do a motion command, it was ready.  Voice commands are a whole different animal.  You can do voice commands with a head set if you want to, all you need is a microphone.  It is just a matter of developers implementing the feature...
