The difference is, the psp using a local area network that has 100mbps up/down rather than a typical 6mbps down/756kbps up. If he means you upload it like youtube I could see that, but streamiing it is impossible with the internet connections of today. Maybe if you lived in japan, and had a super fast fios connection along with your friend.
For the average user the quality would be equivalent or below youtube. It matters how fast you and the other persons connection is and how far away.
