Will the Elder Scrolls VI manage to look better than Skyrim with mods?

And even if Skyrim would have 10x as many cities, did you see what kind of cities that are and how people live there? What they have to do to get even the most simple stuff done?

Most of who you mentioned would still have to look much worse as they do in many mods. It's a world where it's hard to live in and also very cold  and just because you are a merchant and not a blacksmith doesn't mean that your life wouldn't be damn hard. Most characters even tell you about their problems and whatever and then they look like someone who got a nose surgery and who has a nice hot bath with the best shampoo in town twice a day. 

Don't tell me that the woman in the picture you posted looks like someone who really uses the sword she carries with her...or that she ever even had to kill a rabbit. Like I said, she looks lik she is dressed for carnival and not like someone who is regularly fighting against anything. It's not only about the dirty hands (which most should have in such a world) but also about the skin.

She's not even from Skyrim, she's from Cyrodil. I was pointing out textures and lighting/reflections in terms of what they could look like. To each their own, though.

Really? Well, 1,000,000+ people would disagree with you. She's by far the most downloaded companion mod.
