The woman on the picture doesn't look to me as if she ever had to do anything with her soft hands except for polishing her armour. her hands should look like this

There are tons of cities in Skyrim, and not everyone has a job that gets their hands dirty. There are mages, merchants, nobles, advisors, etc. who have no business being as dirty as that picture. A seasoned blacksmith or soldier, sure (Vilja is neither). Harsh environment =/= dirty hands.

What card do you have? A current-gen mid-end card should be able to run ENB on medium for the most part.
And even then, I did say most, not all (except for the 7950, I said all for that and I'll stand by that). Graphic mods like landscape, lighting, textures, models, meshes, etc. can be run by tons of cards.
