They could use classics from the VC to start. Personally I'd start it at $9.99 a month, offer 2 classic VC games and a slight discount to the entire store. Custom Mii Verse vanity items would be another bonus that might go over well. occassionally offer an indie title for the Wii U as the monthly offering. The Wii U also has some really good games that flopped financially that could be used as part of an instant collection without suffering too big a hit: Wonderful 101, Zombi U, and Rayman Legends are good examples of financial flops that were amazing games.
It doesn't really take too much to make a subscription service worthwhile, and with the VC you have the nostalgia machine in full swing. Offer earlier installments of games in a series. PS+ offered me Demon's Souls and it lead me to purchasing Dark Souls, DS DLC, Dark Souls II, and soon the DSII DLC. The VC has tons of old games the non-Japanese have never played, or some titles that were just too damn rare before. The could start the service with one hugely successful past title and one cult/import title per month and benefit a lot. An exclusive Smash U demo for subscribers would make it pretty damn successful if they started a service like this soon.
