It's not so much as they are "ugly" as much as it is that they are unpolished. The textures for them are atrocious, as are the customization levels. If you look up a mod called Vilja in Skyrim, you'll see an example of what Bethesda should have done with their characters. She looks like she came from a harsh place, but at the same time she isn't nearly as bland as the vanilla characters.
