You mean PS4 games on PS Now? I don't think that's gonna happen..at least not this generation. The servers are literally ps3 farms. PS3s don't run PS4 games.
The only way you'll gimp 1080p games down to 720p is if you're streaming PS4 games through PS TV. Which isn't ideal but is also entirely free for anyone who wants to do it.
