Mario doesn't need an open world. He needs a "world".
He needs something to explore, a colorful, charming world full of areas with ideas from his many adventures as well as new ideas. Imagine Banjo-Kazooie; instead of levels, you just enter a new "world".
A Paper Mario area for example, where you maintain a 3D platformer but with PM aesthetics and characters. Or a Mario Sunshine area where you explore a Sirena Beach inspired town. Visit Yoshi's Island, Chi Kingdom, hell have Wario make an appearance.
What I think Mario needs is less... Mario in his games. He doesn't need new ideas - 3D World has plenty of those - he needs a new element.
