I guess it's kind of a way of doing an "online pass". Basically they've put the Child of Light regular version on the card.

Re: your post. I prefer EU releases as PEGI logos are worth the extra :P

But in the case of Child of Light. the Complete Edition carries a higher cost than the regular game.

I paid £17.75 for Child of Light Complete Edition physically. It's £19.99 on PSN. (£11.99 for the standard game on PSN, but the DLC costs over £13 taking that route to over £25).

Physical games are generally cheaper than Digital in Europe.
