It wouldn't surprise me if true, especially with how well the PS4 is selling in EU. And given the US numbers AND low sales in EU, it's easy to see that the One's number is shipped. It also wouldn't surprise me if VGC has it slightly overtracked and MS has maintained a 1M sales vs shipped gap.
