Both has potential to be a next 100m+ console, so I'd go with both yes and no. It mostly comes down to the points you already mentioned, how long Nintendo will have their console on the market. If they "kill it off" around 80m, then yes PS4 would most likely sell more lifetime.
If the 3DS lives long enough it could probably sell more than the PS4.
The PS4 will have a long life though.
So I'd give it a 50/50 with a lot of "but's" and "if's".
If I just follow my gut, then yes, PS4 will sell more than the 3DS. I think Nintendo will discontinue it "early enough" for the PS4 to get enough space and time to pass it.
