Being open world in itself has little effect on the frame rate, that's to do with the rendered LOD (i can explain if you like, but i'll have to do it tomorrow. About to go to sleep :p).

FH2 being 30fps is a design choice, not a limitation of the world type. The developer has actively chosen to favor better graphics/more dynamic game aspects rather than 60fps. It's the same reason Burnout Paradise was 60fps on the 360 but FH1 was 30fps (both open world).

I know FH isn't a 'proper' arcade racer, but the reviews I've read about the original imply it's somewhat of a hybrid between sim and arcade. If something is a proper sim (GT/FMS) it's generally 60fps, if it's anything else it's generally 30fps (exceptions for both of course, but it's a common theme).
