That's what I meant with that comment. If you have a 2 star rating on a game on the app store, chances are even if you don't know anything about video games you won't buy it.
That however still doesn't stop for having a plethora of crappy (and sometimes successful) games available on those platforms. There is alos the thing of popular indie games are already established, just take a look at King (the developers of Candy Crush) to see where I'm going with this. All of their games are successful because they have a marketing push behind them, and they can also pay for ratings in their games, and actual talented indie developers don't even come close to have that luxury, that means their chances of getting their games popular is basically none.
