If Horii demands a console, PS4 is more likely due to the greater ability to internationalize and DQX's poor performance on Wii U (although it's hard to point to that game as evidence, as it was an MMO that nobody really wanted). 3DS would be on its last legs if they announced tomorrow and it took 2 years to come to market, while PS4 will be just at or past the halfway mark in 2016 or so?
It's all very murky. Depends on when they even want to announce it.
